The Montana State Legislature recognizes that the advent of the information age has resulted in lasting changes in information technology. House Bill No.239 provides for access to information technology for individuals who are blind or visually impaired through the procurement of technology in accordance with standards for equivalent access by both visual and non-visual means. This will ensure access to full participation in state programs and activities by employees, program participants, and the public. The Bill includes seven sections; Findings, Definitions, Assurance of non visual access, Procurement requirements, Implementation, Codification instruction, and Effective date.
In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and information technology accessible to people with disabilities. Section 508 was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities, and to encourage development of technologies that will help achieve these goals. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Under Section 508 agencies must give disabled employees and members of the public access to information that is comparable to the access available to others.
All guidelines are based on W3C's priority 1, 2, and 3 guidelines. W3C was created in October 1994 and continues to leads the way for accessibility standards by developing interoperable technologies such as specifications, guidelines, software, and tools to give your site it's full potential.
